ABOUT

The Peace Research Institute Oslo (PRIO), in collaboration with the University of Denver and Uppsala University, maps women's engagement across all phases of peace processes from 1989 to 2025. The project generates comprehensive, machine-learning-driven datasets and conducts granular analysis of peace agreements to address critical knowledge gaps. Complemented by the Women's Activities in Armed Rebellion (WAAR) data, it provides a comprehensive picture of women's roles in conflict, negotiations, and post-war peacebuilding.

OBJECTIVES

Supported by CRAF’d, this initiative builds the Peace Empowerment Data Universe (EMPOW) to provide a systematic understanding of women’s roles in peace processes. The project fills critical gaps in peace and security research by harmonizing data on women’s mobilization and gender-related peace reforms. Including machine-learning methodologies and expanded WAAR data ensures a global, standardized framework for tracking gender-transformative outcomes in peace negotiations, implementation, and post-war transitions. 

676 million women live in conflict areas and we are faced with a global backlash against women’s rights. The important CRAF’d-funded EMPOW project will allow us to strategically and effectively get at the root of these issues and strengthen women's important involvement in peace processes.
